I am having a similar problem, maybe you have some insight? Installed cake in http://192.168.0.3/~tom/cake/cake by adding RewriteBase /~tom/cake/cake to .htaccess in /home/tom/public_html/cake/ cake.
When i access http://192.168.0.3/~tom/cake/cake/users/register i get 404 error. This noob appreciates any help you can offer.
