I knew no PHP at all a two months ago and I've developed 4 sites in cake since then. Albeit I've done a fair amount in PERL before. If you're a self-starter and you're comfortable reading tutorials, the manual, the API and searching google then it should speed things up considerably for you. I wouldn't recommend that you use the 1.2 alpha however, since the documentation isn't nearly complete yet. Make sure you check out the bakery and other resources for components, helpers and such. A few parts of the functionality you mention (auth, emails, file upload, file download, etc) have been created already and could be plugged in and slightly tweaked for immediate results.
