Since you are already developing using 1.1 it is presumed that your
programmers are familiar with Cake - the best appraoch IMO would be to
just replace the Cake (and index.php in webroot) grit your teeth and
start sorting out what is not right.

To begin with it feels a bit overwhelming but trust me it is not that
bad and the sooner you do it the better it would be.

Also there is a difference in just making it work with 1.2 and taking
advantages of all the 1.2 goodies...
