It looks to me like you've been reading the manual. In this case it is (was - see later) wrong (insofar as the code examples are rubbish). I assumed that, because the example was in the manual, ACL must have a special way of creating records. That is not the case - they have the same object/model bahaviour as everything else.
The example above, by francky061, is the correct way. I've just looked and it appears that the ACL section of the manual has been updated. This must have been in the last day or two, so I would check back there.
