Ah - the answer was there - at 
http://manual.cakephp.org/view/37/Apache-and-mod_rewrite
. In Apache's httpd.conf, the mod_rewrite.so line was commented out. I
suspect that this is because I loaded Apache, PHP and SQL from
xampplite rather than xampp (which contains surplus software).

Thanks very much for guiding me to where I found the solution - I am
obliged!
