As I understand it, most screen readers have several modes : normal,
form, table, ...

When in 'form' mode, non-form controls are ignored. When not in form
mode, form controls are not accessible (or skipped). If this is still
the case then the element type for containing form controls would not
matter, as far as screen readers are concerned.
