Chris, I use iui on one of my sites. Your description of your install sound ok. Are the uris to the files correct? Iui is a little quirky, I would sugguest you temporarily elimate cakephp as potentially part of the problem and try a static HTML/php page in $app/webroot. once you can confirm that works, then you can try the integration with cakephp.
