Strange one. If you have both Cake apps on the same xampp local server then the server's configuration for both apps will be identical, therefore the issue must be in the individual apps. You're right though in that http://localhost/app2/ should show as being at root/app2.
I personally setup VirtualHosts so I can access my apps at root as I would when uploaded to the production domain, means I do not have to change my paths after upload. Paul.
