Not sure I can really help, but the white screen of death when debug = 0 is the sign of a bug that is stopping the site processing. Changing it to 1 or 2 lets it go on either to display the error or in some cases move past it and work.
I think /app/webroot/index.php changed between 1.2 and 1.3 - are you using the new version and have you completed the rest of the migration steps?
