So it's not a Cake thing. I just did a quick google and saw that there seems to be some issue with Oracle, UTF-8, and PHP. See this link, for example: http://forums.oracle.com/forums/thread.jspa?messageID=1930036 I don't recall ever seeing anything about AL32UTF8 before. Another search shows quite a lot of links.
