I'm a fan of NetBeans but can eat up resources. I didn't mind using PHPEdit[1] however, but that is commercial software.
Others I tried such as Dreamweaver, Zend Studio, phpDesigner, UltraEdit, Notepad++ and Vim didn't go down well with me.
