The ack-filter has rules about which bits and options changing need to be 
preserved to avoid losing information from the ack stream, and therefore 
prevent two acks from being coalesced.

The version of Cake in the SCE tree adds the former NS bit (which SCE uses as 
ESCE) to that list.  SCE still works fine without that patch, it just preserves 
more information on the reverse path and thus makes the behaviour a bit 
smoother.
