These should be able to be implemented by routing through
https://bdsc.webapps.blackberry.com/html5/apis/blackberry.system.event.html#.deviceBatteryLevelChange
and
https://bdsc.webapps.blackberry.com/html5/apis/blackberry.system.event.html#.deviceBatteryStateChange
P.S. we should check that the smartphone implementation does this and not some
native-y stuff.
