FileTransfer.download fails when target starts with "file://"

Part of the common JS change added "file://" to the beginning of each
FileEntry.fullPath. So when people try to use this path as target of the
FileTransfer.download() it fails spectacularly. I already have a fix for this
just creating the bug to track it.
