The issue is as follows:
the user includes a splash.png which does not match the resolution of the
target ios device (displaying a classic splash on a retina display)
IOS will stretch the splash to the correct dimensions no matter what resolution
is provided, however PhoneGap/Cordova also shows this same splash as the dom is
loaded.
The only issue is that it displays the splash at it at it's original resolution.
The only requirement I found was required icon dimensions and the restriction
that at least on launch image must be included.

I would like to argue that it is easy to google errors relating to why a
specific application was rejected however it's a bit harder to find issues to
why your splash shrinks all of the sudden while the application is loading.
