Short answer is both.
The intention is to have Hastings installed globally to use the CLI or
project-level to use programmatically.
For Cordova-Js, we would want to add hastings as a package.json dependency and
programatically require / use hastings from the Jakefile.
We should update the Wiki to clarify this requirement.
