It's a bad idea to hardcode the URL of a specific release on a specific mirror.
A better alternative is to use the central Maven repository that supports
stable URLs for a huge number of jars. Commons-codec 1.7 is at
http://central.maven.org/maven2/commons-codec/commons-codec/1.7/commons-codec-1.7.jar.
