This is not about Apple policy but phonegap policy. WebSQL and localstorage are
in the phonegap docs :
http://docs.phonegap.com/en/2.1.0/cordova_storage_storage.md.html#Storage
It's not written that the database and localstorage can't be used to store user
generated data.
To fix this issue, you should add a setting to prevent the backup from iCloud
in case that Storage is used to cache data, but you should not break all the
other existing apps using Storage to store important data.
