Yes, gents back out while the ladies walk in.
The note 'gents wait for them' is more about once gents have backed out, stay 
there and don't go walk forward to meet the ladies during their allemande.

I don't understand the point of "Gents wait for them" in the note. Seems to
me that just puts the guys in the way of the ladies' allemande. Instead I'd
expect that gents back out while ladies go forward would make for better
flow.
