T.38 is for faxing over IP As I understood, the original question was if it works over VOICE, not T.38. May be I read it wrong, as English is not my first language.
I use it both with TDM and over IP (with the boxes connected in the same Ethernet bus using G.711 it works beyond reasonably well). Steve raised the point that even if transmission went ok, the other side may ruin your day, as many analog adapters cards have frame slips problems. I second that, in my experience faxing works well with E1 but not so with cheap analog cards and ATAs.
