Not a CW problem. This is clearly stated in the faxing page on the wiki. However, try T38TXDETECT or T38CALL vars (if i'm not wrong, T38TXDETECT is outdated and is not supported anymore).

Please remember that CW needs to do DTMF detection on the audio. So use ulaw/alaw (it's ok, here) and INBAND dtmf mode.
