i would i had never wrote sipt38switchover.

People are using it and are also ABUSING it. Then they complain about 
t38 not working but that's their fault.

This mail is to explain, again and for the last time, how sip t38 
switchover should be used.

1st thing to know is that the reinvite should be sent by the RECEIVING 
party, not by the sender.

A consequence of this is that T38gateway() doesn't need t38 switchover 
as this application is NOT sending nor receiving any document. It's 
simply doing a gateway.

The only TRUE use for sip t38 switchover is when you prefer to have your 
sip channels with a lossy codec that cannot be used to receive faxes.
In this situation, FaxDetect *can* actually detect the fax and sometimes 
a sip t38 switchover is needed, even if now RXfax does the same on it's 
own ( so sipt38 switchover is not even needed in this case).

So, please, stop using it everywhere (next step will be removing it).
