If I remember correctly chan_fax and RxFax end up relying on each other to provide clocking and the data transfers never get going. Chan_fax in trunk should work in all cases (downstream/stack problems aside) but in 1.2 it probably only works when bridged to channels that provide non-silence suppressed, stably clocked incoming data such as zap or isdn.
