December 2008.It's the 60th Anniversary of the Universal Declaration of Human 
Rights.1.The Universal Declaration of Human Rights. Adopted and proclaimed by 
General Assembly resolution 217 A (III) of 10 December 1948. 
On December 10, 1948 the General Assembly of the United Nations adopted and 
proclaimed the Universal Declaration of Human Rights the full text of which 
appears in the following pages. Following this historic act the Assembly called 
upon all Member countries to publicize the text of the Declaration and "to 
cause it to be disseminated, displayed, read and expounded principally in 
schools and other educational institutions, without distinction based on the 
political status of countries or territories."
 2.Article 1.All human beings are born free and equal in dignity and 
rights.They are endowed with reason and conscience and should act towards one 
another in a spirit of brotherhood.
Article 3.Everyone has the right to life, liberty and security of person.
Article 4.No one shall be held in slavery or servitude; slavery and the slave 
trade shall be prohibited in all their forms.
Article 5.No one shall be subjected to torture or to cruel, inhuman or 
degrading treatment or punishment. LET US also  JOIN THE COMMUNITY OF KHMER 
BUDDHIST MONKS IN THE VERY IMPORTANT DEC.10 DHAMMAYATRA...AT THE UN !!!   WHY ? 
VIETNAM IS CONDEMNED :Feb. 27, 1982 UN Commission on Human Rights meeting in 
Geneva adopted a resolution condemning Vietnam’s occupation of Cambodia as a 
violation of Cambodian human rights.  The vote was 28 in favor, 8 against, and 
5 abstentions.  Because Cambodia remains occupied by Vietnam , a UN member 
country ,from 1979-2008, through the CPP/regime, or the Vietnamese forces of 
occupation , with the close collaboration of the Vietnamese puppet King 
Sihanouk/King Sihamoni, in violation of :-the The Universal Declaration of 
Human Rights & -UN Charter, -10 UN resolutions calling Vietnam to cease her 
occupation of Cambodia not respected as of this date ... 
King Sihamoni's "Cambodian Ambassador" are Vietnamese.  Mme Sin Serey to 
Singapore  IS A VIETNAMESE Khieu Thavika to Russia IS A VIETNAMESE Chea Von to 
Geneva  IS A VIETNAMESE Lim Sam Kol to S.Korea  IS A VIETNAMESE UCh Kim An to 
France  IS A VIETNAMESE etc.... OVER 70% "CAMBODIAN" AMBASSADORS SENT BY HOR 
NAM HONG ARE VIETNAMESE speaking fluent Cambodian language.. 
Vietnam is condemned at the United Nations:Oct. 21, 1986 The UN General 
Assembly adopted a resolution A/RES/41/6, by vote of 116-21 with 13 
abstentions, calling for a withdrawal of Vietnamese forces from Cambodia. 
America calls Vietnam to restore Cambodia Independence .President Reagan's 
address to the 43d Session of the United Nations General Assembly in New York, 
New York . On September 26, 1988 he called to the UN SECRETARY GENERAL. "Mr. 
Secretary-General, there are new hopes for Cambodia, a nation whose freedom and 
independence we seek just as avidly as we sought the freedom and independence 
of Afghanistan. We urge the rapid removal of all Vietnamese troops ...." 
CONSEQUENCES:  Wednesday, November 26, 2008 . UN Office Urges Probe in Prisoner 
Death . By Kong Sothanarith, VOA Khmer Original report from Phnom Penh . UN 
representative for human rights has urged the Ministry of Interior to conduct 
an independent investigation into the death of a 24-year-old prisoner in Prey 
Sar prison last week. We are in contact with the department of prisons to 
encourage them to conduct an independent investigation to determine exactly 
what happened,” said Christophe Peschoux, country director of the UN Human 
Rights Office. Heng Touch, who was arrested Sept. 26 on charges of chicken 
theft in Phnom Penh’s Dangkor district, died after a week of hospitalization at 
Calmette.

PHNOM PENH (AFP) — Cambodia's former king Norodom Sihanouk said his health was 
deteriorating and hinted that he did not have long to live, in a letter seen on 
his website Monday.
 
This news,Cambodian Prince Ranariddh appointed chief advisor to King Sihamoni 
.PHNOM PENH, Dec. 10 (Xinhua) -- Cambodian Prince Norodom Ranariddh has been 
appointed King Norodom Sihamoni's chief advisor, 
... in a royal decree dated Dec. 6, with the prince's new position holding a 
rank equivalent to prime minister, said Oum Daravuth, member of the Royal 
Palace cabinet.
 
YET CAMBODIA IS STILL OCCUPIED BY VIETNAM AS OF TODAY.
 
I WISH TO  REMIND THE NORODOM FAMILY OF THESE PROMISES MADE TO FORMER KING 
SIHANOUK BY PHAM VAN DONG AND ALL THE VIETNAMESE LEADERS .
 

-PHAM VAN DONG AS PRIME MINISTER declared to King Sihanouk that Vietnam respect 
Cambodia independence and territorial integrity in exchange for Cambodia 
recognition of the North Vietnamese as legal government of Vietnam in 1967 and 
allowed Vietnam to open the Ambassy in Phnom Penh in June 1967. King Sihanouk 
agreed to the Vietnamese demand. 
 

Prime Minister Pham Van Dong called on me and, in the presence of Premier Chou 
En-lai, swore in the name of the Democratic Republic of Vietnam that the latter 
would always respect the land frontiers as well as all islands belonging to the 
"Kingdom of Cambodia" March 1970 by Sihanouk . (Wilfred Burchett book "The 
China Cambodia Vietnam triangle " P-176-177)
 
If the sky would be really blue that day, then the Vietnamese invaders must 
return home and the former King . appointed King by Philippe Petain in April 
1941 , will be gone peacefully,after rendering an Independence to his country .
 
If not he will face the same problem as Philippe Petain, from the titlte of 
Hero to traitor to his country.Philippe Pétain or Marshal Pétain (Maréchal 
Pétain), was a French general who reached the distinction of Marshal of France, 
later Chief of State of Vichy France (Chef de l'État Français), from 1940 to 
1944.  Due to his outstanding military leadership in World War I, particularly 
during the Battle of Verdun, he was viewed as a hero in France.  However, 
during the 1920s and 1930s, while remaining the highest ranking military 
authority, he neglected to modernize French military capability with the sole 
exception of the Maginot Line which later proved to be useless.  After the 
French defeat in June 1940, Petain was legally voted in as Head of State ( Chef 
de l'Etat ) by the French Parliament. However, Petain surrendered France to 
Germany and, along with his cabinet, including later on Pierre Laval, illegally 
transformed the French State into a dictatorship headed from the town of Vichy 
in central France.  As the war progressed, the Vichy Government sank deeper 
into collaboration with the German occupant which finally took control of the 
totality of metropolitan France. Petain's actions during World War II resulted 
in a conviction and death sentence for treason, which was commuted to life 
imprisonment by Charles de Gaulle. In modern France, he is generally considered 
a traitor, and pétainisme is a derogatory term for certain reactionary 
policies. Due to his treason conviction, French historians refer to him by his 
name only Philippe Pétain, without the title. TO ALL THE VIETNAMESE LEADERS , I 
URGE YOU TO RESPECT YOUR SOLEMN WORDS, YOUR PROMISES, AND RESPECT THE 10 UN 
RESOULTIONS CALLING VIETNAM TO CEASE HER OCCUPATION OF CAMBODIA.  FREEDOM I 
SEEK AND FRIENDSHIP AS WELL WITH ALL THOSE WHO HONORE THEIR WORDS  , NOT LIES
