After spending 10 years in Hanoi prison, he has returned and made Cambodia his permanent home. In Cambodia society and lied low, former Prime Minister Pen Sovan seemed to integrate well. From times, people commended his unpretentious nationalism and courage to expose Yuon agendas. To confuse the outside world, on 26 December 1978 the KNUFNS was fed policy to declare its opposition to foreign military bases. Yuon has carefully crafted its agendas to singularly implicate Pol Pot, Democratic Kampuchea ruler, a culprit. Other hand KNUFS was a Yuon's invasion smokescreen. >From records the quarrel began with Pol Pot's altered the founding date of Kampuchea Communist Party to 1960. Then in 1974 when Pol Pot stood to demand the return of Mekong Delta, home of Khmer Kampuchea Krom, from Yuon control. One day after Hanoi captured Saigon, 1 May 1975, Democratic Kampuchea forces quietly reclaimed and occupied Koh Tral after years of Yuon illegally occupation. In 1976, Hanoi delegation made a trip to Phnom Penh in an attempt to mend friction. Delegation leader admitted to Nuon Chea that not only Koh Tral but the former Republic of South Viet Nam was, in fact, Khmer's. This was the central fold for Yuon invasion of Cambodia. In the farewell ceremony, Pol Pot gave Yuon delegation leader a stuff crocodile. Soon the delegation left Cambodia, Pol Pot announced over the regime radio, "Yuon, the ingrate crocodile that bit feeding hands." Since, the Hanoi –Phnom Penh relations turned sour and personal. Over period, Yuon had dispatched secret agents to gather intelligence along eastern border. This act angered Pol Pot. Subsequently he ordered repatriation of Yuon settlers and the clean up operation to extract enemy intelligence network along the borderlines. Also he arrested and neutralized cadres with Hanoi affiliation that resulted Yuon first invasion in 1977. On 1 January 1979, KNUFS's central committee consisted of Pol Pot underlings proclaimed a set of immediate policies: people's self- management committees in all localities. These committees would form the basic administrative structure for the Kampuchean People's Revolutionary Council (KPRC). >From there the People's Republic Kampuchea was proclaimed on 7 January 1979. Then on 8 January 1979, KRP decreed its immediate policies via KPRC as the central administrative body for the newly founded Third Republic. The KPRC served as the ruling body of the Heng Samrin regime until 27 June 1981 when a new Constitution required that it be replaced by a newly elected Council of Ministers. With Hanoi link, Pen Sovan was prominent from the start. He was chosen to become the first prime minister assisted by three deputy Prime ministers namely Hun Sen, Chan Si, and Chea Soth. In record showed Hun Sen was one of Heng Samrin domestic servants, a local security militia leader. Meanwhile, Hun Sen was secretively recruited by Hanoi to watch and report to Hanoi on Pen Sovan official conducts. In 1981, because of his refusal of Yuon dominance, Hun Sen arrested and shipped Pen Sovan out to Hanoi prison. Chan Si was promoted to acting prime minister during the interim.Then he was mysteriously fell to death in sleep and whisked out of country to USSR hospital to officially pronounce his death. In 1985, not by accident but design, Hun Sen was rewarded the prime minster post. Cambodia nationalism began to reassert itself against the increase of Yuon supremacy and Hun Sen government backed 4.5 million Yuon settlers. In response to personal attacks, more confident Pen Sovan said he would be glad to have a televised public debate and unravel the 2 December 1978 mystery.
