Hun Sen's April 1987 proposal for a talk with Sihanouk was resurrected in 
August when the prince sent a message to Hun Sen through the Palestine 
Liberation Organization's ambassador in Pyongyang. while America calls for 
Cambodia Independence in compliance to the 10 UN resolutions requiring Vietnam 
to cease her occupation, not repsected from 1979-2008.

Israel has rejected a French proposal for a 48-hour humanitarian truce, saying 
the time was not right to end what is now the fifth day of air raids on Gaza. 
Meanwhile the Arab League drafts a UN resolution.

Prime Minister Ehud Olmert rejected Wednesday a proposal for a 48-hour 
"humanitarian" ceasefire in Israel's assault on the Hamas movement in the Gaza 
Strip, saying that the time was not yet ripe to call a halt to the Israeli 
operations.
 
French Foreign Minister Bernard Kouchner had proposed to Israel that it 
unilaterally halt its assault for 48 hours to give Hamas a chance to end its 
rocket and mortar attacks as well.
 
Olmert said Israel "did not launch the Gaza offensive only to end it while the 
rocket fire remains unchanged."
 
Referring to the proposed truce, he said that "if the right conditions -- the 
kind we feel would guarantee better security realities in the south -- will 
present themselves, we would be willing to consider it, but we're not there 
yet."
 
Earlier, government Spokesman Mark Regev had told the German press agency dpa 
that Israel would not suspend its offensive until it had achieved its goals. 
Israel wants a sustainable solution, not a "band aid" that would explode again 
in one month, he said.

Hamas prepared to talk
 
Meanwhile the Russian Foreign Ministry has announced that the leader of Hamas, 
Khaled Meshaal, has said his group was prepared to stop attacks against Israel 
if the Jewish state lifted its blockade of Gaza.
 
The ministry said that Meshaal, in telephone talks with Russian Foreign 
Minister Sergei Lavrov, "voiced readiness to cease armed confrontation, but on 
condition of the lifting of the blockade of Gaza."

Hamas' desire to restart a dialogue between rival Palestinian groups, it said.
 
Arab leaders seek UN resolution
 
Sources close to the Arab League told the press on Wednesday that following 
emergency talks in Cairo on Dec. 31, Arab nations had agreed to seek a United 
Nations Security Council resolution calling for a ceasefire followed by a 
durable truce.

The resolution proposal reportedly calls for an immediate ceasefire followed by 
a truce and an opening of the crossing points between Israel and Gaza with "an 
international mechanism" to guarantee Israeli and Palestinian compliance.
 
If the Security Council does not adopt the resolution an Arab League summit 
will be convened, sources quoted foreign ministers from the 22-member bloc as 
agreeing before a final round of talks. 
 
Attacks continue
 
Earlier Wednesday, Israel Radio quoted unnamed ministers as saying that 
agreeing to the French proposal would rob the Israeli offensive of its 
momentum, and allow Hamas, against whom the attacks are primarily directed, to 
claim victory.
 
An Israeli military spokeswoman said that since midnight Dec. 30 the Israel Air 
Force had launched 35 attacks, and targets hit included tunnels running under 
the Gaza-Egypt border, which Israel believes are used to smuggle weapons into 
the Strip. Planes had also bombed Hamas offices including that of the Islamist 
movement's leader, Ismail Haniya, and its ministry of interior.
 
Caught in the crossfire

Palestinians living in the Gaza strip have fled into EgyptSecurity sources said 
Wednesday that around 500 Palestinians had fled the Strip into Egypt following 
the destruction of part of the border wall between Gaza and Egypt in one of the 
air raids. An Egyptian police spokesman said that around 125 of the Gazans had 
been arrested.
 
Embattled militants in the Strip, meanwhile, fired at least 20 missile and 
mortars at Israel since late Dec. 30, a military spokeswoman said. No 
fatalities were reported, but some of the projectiles - long-range Grad 
missiles - struck the Israeli city of Beersheba, hitting an empty school.
