NEW EVIDENCE OF VOTE-BUYING BY THE CPP



The following is new evidence of vote buying by the ruling CPP. It shows how a 
CPP agent tries to lure - with money and other promises - an opposition SRP 
commune councilor in the run-up to the May 17, 2009 provincial, district and 
municipal elections. The 3-minute taped telephone conversation took place on 
March 16, 2009 and involved:

- Caller: CPP agent named LAY Channareth, a former commune councilor for 
Sihanoukville's Sangkat Lek Boun commune.

- Receiver: SRP official SENG Sophorn, a current commune councilor for 
Sihanoukville's Sangkat Lek Boun commune.
