Title: TB C-DOTS Project Team Leader Location: Health Unlimited - Preah Vihear Province (HU-PVH) Reporting to: HU Preah Vihear Programme Manager Working with: PM, Programme Coordinator, GF R7 team members and other relevant programme staff in the HU Preah Vihear office. HEALTH UNLIMITED BACKGROUND: Health Unlimited (HU) is an international NGO, which has worked in Cambodia since 1990. Our mission is to support poor people in their efforts to achieve better health and well being. Priority is given to the most excluded and vulnerable, in particular indigenous people and communities affected by conflict and political instability. HU works with communities on long-term programmes to build knowledge and skills that will enable them to improve their own health and to gain continuing access to effective health services and information. SUMMARY OF DUTIES: The post holder will be responsible for the daily management of the HU GFATM R7- TB C-DOTS project which focuses on providing technical support to C-DOTS Watchers/ Observers with the goal of increasing TB new case detection and curative rates through effective TB education linkage with treatment adherence. The post holder will lead the Global Fund (GF) R7 team in the implementation of agreed project activities, including: the provision technical support to GF R7 project staff, project planning/ implementation, monitoring and evaluation, ensuring good financial management, representing the project and maintaining good relationships with project partners. The post holder will work closely with the GF R7 team members, the Tbeng Meanchey OD Technical Officer and the PHD TB Programme Manager to provide technical support to C-DOTS Watchers/ Observers. The GF R7 project Team leader will report directly to the HU Preah Vihear PM. KEY RESPONSIBILITIES: Project Management Duties: • Organize day to day project implementation activities, including project planning, budgeting, monitoring and evaluation • Provide management and technical support to GF R7 project staff • Establish/ maintain data collection systems and tools in accordance with the agreed project, so as to ensure that essential data is regularly reported, collected and documented to facilitate measuring and reporting progress against project indicators • Facilitate and coordinate the implementation of TB C-DOTS activities in all Health Centers/ Health Posts, in close collaboration with OD Technical Officers and the TB Programme Manager of Preah Vihear Province • Provide technical support to C-DOTS Watchers/ Observers on home based care and treatment adherence • In collaboration with relevant project staff, submit monthly and quarterly work plans to the PC/ PM in a timely manner and undertake regular revisions of activity plans • Collaborate with project partners to monitor the performance of programme implementation against agreed activities and objectives • Facilitate quarterly project team review meetings to analyse performance/ achievements and agree solutions to address issues identified • Review the quality aspects of programme implementation with the aim of modifying approaches and methods used in order to improve the impact of activities.
