What I can tell you is this?
Many Cambodian businessmen have been doing it for a very long time.
This case is unique is that he got caught.

Have you ever seen a donut shop owner have in their possession?
Mercedes Benz?
Big houses?
Etc.....

Do you know how much they claim for their own income taxes?

I bet you don't because they would never tell anyone.
Most of them earn almost at a poverty level. That's the truth.
Most of their wealth is in cash and jewelry.
They are not afraid or distrust the government or banks.
They just cheat for themselves.
