Khmer students teaching Khmer language to Khmer Surin and Khmer Buriram in 
Thailand

A group of Khmer students, with the supports of an overseas Khmer NGO, have on 
7th Novemeber formed an alliance with some Khmer Surin intellectuals to create 
an association to teach Khmer language to native Khmer Surin and Khmer Buriram 
people living in the northeastern part of Thailand.

This group of Khmer students, who are studying at Thai universities, have 
cooperated with Mr. Moeung Sonn's Paris-based Khmer Civilisation Foundation and 
Mr. Chakri Sirisontharanond's Thai-Cambodian Friendship Association based in 
Thailand's Buriram province to form Khmer Suvarnaphum Civilisation Alliance to 
revive and teach the Khmer language to Khmer Surin and Khmer Buriram people, 
who are native Khmers living in Thailand.

In a meeting at Buriram Rajabhat University's Centre of Khmer Studies on 7th 
November, the group has come up with a number of decisions. Mr. Seng Rathanin, 
one of Khmer Suvarnaphum Civilisation Association's executive members, told the 
Free Press Magazine that the meeting had reached an agreement on teaching 
programs, the curriculum and what books to use in the teaching. "In the 
meeting, we have raised 4 important points. First, we will form a temporary 
Khmer Suvarnaphum Civilisation Committee. Second to open the association's bank 
account. Third, to choose the textbooks and develop the curriculum and fourth, 
to issue a certificate to graduates", he said.

Mr. Seng Rathanin added that the first textbook chosen is a Khmer Textbook For 
Foreigners, written and compiled by a famous Khmer professor, who is teaching 
the Khmer language at one of Japanese universities. The second textbook chosen 
is the Social Studies Textbook Level I, written and compiled by the Cambodian 
Ministry of Education.

UN Passes Strong Resolution on Cambodia Human Rights Abuses 
Feb. 27, 1982UN Commission on Human Rights meeting in Geneva adopted a 
resolution condemning Vietnam’s occupation of Cambodia as a violation of 
Cambodian human rights. The vote was 28 in favor, 8 against, and 5 abstentions. 
Oct. 28, 1982 The UN General Assembly adopted a resolution A/RES/37/6 calling 
for the immediate withdrawal of all foreign troops from Cambodia.

 
10 UN RESOLUTIONS,(1979-1988) VOTED BY 116 UN MEMBER COUNTRIES ,CALL VIETNAM TO 
CEASE HER OCCUPATION OF CAMBODIA & REMOVE ALL HER TROOPS FROM THE COUNTRY, ARE 
NOT RESPECTED AS OF TODAY. 

President Reagan's address to the 43d Session of the United Nations General 
Assembly in New York, New York,September 26, 1988. 
"Mr. Secretary-General, there are new hopes for Cambodia, a nation whose 
freedom and independence we seek just as avidly as we sought the freedom and 
independence of Afghanistan. We urge the rapid removal of all Vietnamese troops 
...." 









As of today,Cambodia is still occupied by the Vietnamese troops :
 
1. despite the call from the US President Reagan to Vietnam to cease her 
occupation of Cambodia since 1988.
2. because America,  under President Clinton,( Anti Khmer race ,like Henry 
Kissinger and  his policy of bombing and invasion of Cambodia in 1970's) by 
1995 and his group had reversed the Reagan adminstration 's compliance with the 
10 UN resolutions.
CAMBODIA today remains  OCCUPIED BY  VIETNAM  1979-2010. why ?
Because of this act .
 AMERICA COLLABORATION WITH VIETNAM COMMUNISM WHILE VIETNAM CONTINUES HER 
OCCUPATION OF CAMBODIA.  
WITH PRESIDENT CLINTON : US FOREIGN POLICY IS PARTNERSHIP WITH THE VIETNAMESE 
COMMUNISTS , AND THE VIETNAMESE OCCUPATION OF CAMBODIA .




PRESIDENT CLINTON JUST FORGETS THE 10 YEARS EFFORTS FROM THE PREVIOUS 
ADMINISTRATION BY IGNORING THE 10 UN RESOLUTIONS CALLING VIETNAM TO QUIT 
CAMBODIA. 
Did anybody from the US foreign policy makers team listen to his ?

President Bill Clinton announced the formal normalization of diplomatic 
relations with Vietnam on July 11, 1995. Subsequent to President Clinton's 
normalization announcement, in August 1995, both nations upgraded their Liaison 
Offices opened during January 1995 to embassy status. As diplomatic ties 
between the nations grew.
While Vietnam continues to occupy Cambodia as of today IN VIOLATION OF these 10 
UN resolutions,


THE CLINTONS  ARE BECOMING THE PARTNERS ,collaborators with THE VIETNAMESE 
FORCES OF AGGRESSION OF CAMBODIA, AND ARE  BECOMING  BY NOW THE ANTI KHMER 
PEOPLE, BY THESE ACTS 
 3. revealing that AMERICAN GOVERNMENT has no CONSISTENT FOREIGN POLICY, TOWARD 
ANY COUNTRY AROUND THE WORD.
4. AMERICAN GOVERNMENT IS becoming BY THIS ACT , a partner with the Vietnamese 
forces of aggression and occupation of Cambodia since 1979-2010 in violation of 
the UN charter .  

THIS INCONSISTENT US FOREIGN POLICIES, FROM PRESIDENT REAGAN TO PRESIDENT 
CLINTON  TOWARD CAMBODIA,  AND THE KHMER RACE, CONFIRMS,IN DEED, THAT THE  US 
STATE DEPARTMENT IS FULL OF NON CAREER DIPLOMATS, IMMATURE IN WORLD DIPLOMACY. 
IT'S SO SAD INDEED FOR A GREAT COUNTRY TO BEHAVE IN THIS MANNER TOWARD THE POOR 
KHMER RACE . 


 Cambodia needs Independence from Vietnam and the Vietnamese invaders.
Vietnam must cease her occupation of Cambodia at once.

THE MOMENT , AMERICA , STOPS COLLABORATING WITH THE CAMBODIAN ENEMIES(THE

Dear Readers;


I am intrigued by the proposed discussion topic by Koun Khmer this week. Many 
comments and ideas are thought-provoking. Below is my extending comments from 
my previous inputs. Time is flying and I have to make sure that I have enough 
minutes to finish my comment. Neatee Koun Khmer should be continued and I 
really love the idea and scholastic writing of Koun Khmer. Please, keep 
moderating the discussion. In short, my responding comment below added more 
concept on sovereignty occuring in Cambodia by [the trend of divine sovereignty 
is taking over the rule of law sovereignty. This trend is also happening from 
the divine sovereignty ruled by the King to divine sovereignty ruled by the 
ordinary person. Cambodia has democracy in facade only as many events acted by 
our government is surely manipulative and against the rule of laws. This new 
event, I prefer to call it "hybridyzing divine sovereignty"].

Dear Koun Khmer,

I am reading your proposed topic with great privilege and enthusiasm. The term 
"sovereignty" has been loosely used by the mouthpiece of Cambodian government 
to intentionally manipulate the Cambodian people. In current Cambodia 
situation, I can say only one phrase to define the politics of sovereignty that 
"politics is about the ability to manipulate and frighten the people". So all 
means and public appearances of Cambodian leaders are to subserviently cheat 
the public to seeing from black to white, from rights to wrong. For instance, 
Somdech Decho Hun Sen has never been reluctant to utter his phrase that "the 
culture of sharing" by donating his own wealth as well as persuade (in some 
time force) others to donate their wealth to build schools, temples, bridges, 
roads and public parks etc. This acting is the best ability to cheat the 
Cambodians. Hun Sen has never (or some time might pay attention) to enforce the 
anti-corruption laws and lead by example by showing transparency to the public 
for genuine development and caring the people at all.

Many examples that I can see "sovereignty" in which government leaders/officers 
claimed has been intentionally manipulating the public. Whenever, Cambodian 
people have grown up, these types of leaders will be grown up too. From the 
legacy of KR, we don't see any Cambodian leaders have tried to bring genuine 
sovereignty to Cambodian people at all. They have lost in the arena of "divine 
sovereignty".

Thomas Hobbs had solemnly condemned the divine states of ancient Greece 
kingdom. I think Hobbs is the most influential scholar to diffusing the concept 
of popular sovereignty (like you called", but I prefer to call it "the rule of 
law sovereign state".

Cambodia has inherently been entangled by Devaraja Cult or "Khmer ancient 
divine kingdom". Centuries of political changes, current Cambodian leaders and 
their people are still eager to support this kind of cult or "Khmer divine 
state". Leaders should lead a change to change the people common-sense 
regarding this matter. If I put my hope on the Cambodian people to change their 
concept from divine state to "the rule of law state", I don't know when it will 
be happened?. If leaders do not change, Cambodia will be not independent or 
having genuine sovereignty at all.

China and Vietnam has switched their countries from "divine state" ruled by the 
kings to "divine state" ruled by the common people. However, Cambodia is ruled 
by both "king" and "common people". Hence, paradigm shift of current political 
movement of Cambodia has clearly illustrated the tendency of "common people" 
will take over the "King". This political shift displays Chinese and Vietnamese 
characteristic and Cambodia will fall into this trend in one day with expecting 
of negative result.

I am worrying that this stage of Cambodia transition, Cambodia sovereignty will 
be swallowed by Vietnamese and Chinese. While Chinese is acting like protecting 
Cambodia but internal Vietnamese movement inside the Cambodian organ can ensure 
the camouflage that Chinese cannot clearly see.

I have to rest this idea in here for a while and I will come back to talk more 
about this. But you can insert any concerns into mine.

Continuing from above comment, I would like to firmly emphasize that "rule of 
law sovereignty" is more moderate and plausible. I think other democratic 
countries are not surely governed by "popular sovereignty" as no country can 
pursue political means by extremely top-down governance or bottom-up 
governance. The rule of law state is the middle between these two ends. The 
rule of laws and change of leaders frequently is on this "middle stage".

I hope my idea is enough today for the topic this week.
