Dear Savun: Criteria for a Democratic Process: - Effective participation - Voting equality - Enlightened understanding - Control of the agenda - Inclusion of adults If we consider above criteria, we know very well that Cambodia does not have democracy. Cambodia today is a country under communist-royalist dictatorial rule. The country is part of Vietnam-led INDOCHINA CONFEDERATION, a modified version of Indochina Federation initiated and dominated by Communist Party of Vietnam )CPV) in 1930s. The Royalist group under Norodom Sihanouk shares power with communist party, the CPP, led by Hun Sen, Heng Samrin, and Chea Sim. The two groups agreed in 1987 on this power sharing. Cambodian opposition parties are mostly connected to either the Royalist or the CPP groups. Some small parties are created just to show the world that Cambodia has pluralistic party election. Simply speaking, they are created for fake democracy. --- James
