If you believe that USA poured billions of dollars to armed someone because they want solely to promote democracy, you may be surprised. Let us really look at what American government have been doing to Cambodia. They armed Khmer Rouge during the Vietnamese invasion of Cambodia. They support the presense of Khmer Rouge in the UN after knowing how bad they had done to their country during their tenure leading Cambodia.
My friend, American government is not stupid. They do things for their own interest. If you think that they want to help Cambodia building democracy alone, you may want to think again. Americans always think about their own interest first before they think about others including aids to poor countries like Cambodia. They don't just give because they feel bad for Cambodians. Think about it.
