James You have mentioned a good point , concerning some NGO staffs especially to some Khmer who live abroad . I knew some of them ,now they are working with NGO but another hand ,they take this opportunity to do their own businesses in Cambodia . It look like for this reason that why Gvt of Cambodia decide to restrict NGO activity ..
