Thailand and Vietnam are bigger than Cambodia. So if the Cambodians join one of them, the Cambodians will be in a disadvantaged position. Now Laos is demographically smaller than Cambodia. So if the Cambodians join Laos, it'll be unlikely that they'll be dominated by the Laotians.
