Setting optional will remove the hard dependency on org.osgi.core at runtime -
eg. for non OSGi envorionments such as packing a web application then this jar
is not includeded in the WEB-INF\lib.
I assume that setting this to optional doesn't affect real osgi platforms where
such a core osgi already exists in the OSGi container?
Any thoughts?
