I'm thinking that we'd add something like this

public Builder toFormat(String format, Object... args) {
  return to(String.format(format, args));
}

Then use the same encoding conventions as the [String.format() 
method|http://java.sun.com/j2se/1.5.0/docs/api/java/lang/String.html#format(java.lang.String,%20java.lang.Object...)]
