At my current client we have http proxy. So I need this settings.xml
in my M2_HOME folder
<?xml version="1.0" encoding="iso-8859-1"?>
<settings>
<proxies>
<proxy>
<active>true</active>
<protocol>http</protocol>
<host>IP TO PROXY</host>
<port>8080</port>
</proxy>
</proxies>
</settings>
Maybe you need such a setting as well.
