I think as long as everything that has to be done is clear, you could get help, like Josh just said.
Besides, I think there still is some internal discussion on whether to include this library in the distribution or not (size concerns, afaik).
I think it's about that time... First thing to do is to set a target milestone.
I'd be surprised to have the credentials to change something like that in the bugzilla db...
Yes, but if you get the support for this by Josh or whoever else, he can set the target, after discussing with other developers.
