If I'm not mistaken, you can do this in the preferences window:
Camino > Preferences > Privacy.

If you need to directly edit the file, you can go to ~/Library/Application Support/Camino/cookies.txt and edit that. Also inside should be bookmarks.plist, which can be edited with the Property List Editor included with the Developer Tools. You can edit the bookmarks.plist file with a text editor too if you want.
