When you download Camino, or most other Mac OS X programs, you  
usually download a "disk image." If you double click this image, Mac  
OS X acts as if you have inserted a disk (ex. a thumb drive or CD)  
and a disk icon will appear on the desktop. You need to open this  
disk, drag Camino to your Applications folder, and then eject the  
disk. You can then delete the "disk image" file.

The ? icon appears because you never copied Camino to the  
Applications folder, so it's not easy for Mac OS X to find the Camino  
icon. To fix it, copy Camino to your Applications folder. Then drag  
the ? icon off the Dock and drag the Camino program (from the  
Applications folder) into your Dock. Then you should be good to go.
