Ok, got it -- I had been running in cygwin/rxvt (but without the visual studio env vars), and had some artifacts from there. Untarring from the source tree again and doing it in a cmd.exe shell ala vcvars.bat seemed to do the trick (while also tweaking config/Makefile a bit more).
