1. DoD Announces Green Procurement Policy
The Department of Defense has announced a new environmentally 
friendly procurement policy, affirming "100 percent 
compliance with federal laws and executive orders," 
requiring purchase of green products and services, and 
outlining a strategy to meet those requirements and 
establish metrics for progress. 

It said the policy reflects, "its commitment to the 
environment and its position that simply complying with 
environmental laws and regulations is not enough."

"Employing the department's purchasing power to conserve 
energy and natural resources can have a substantial positive 
impact on the long-term sustainability of the DoD mission 
and its facilities, as well as our nation as a whole," said 
Ray DuBois, deputy under secretary of defense for 
installations and environment. 

Success depends on a partnership between "environmental and 
procurement communities across DoD," it said.  

Deidre Lee, director of defense procurement and acquisition 
policy, said, "The green procurement program is designed to 
enhance and sustain mission readiness through cost effective 
acquisition that not only meets regulatory requirements, but 
also reduces resource consumption and waste generation. Our 
new policy calls for procurement and environmental 
organizations across the department to assist purchasers in 
making the right decisions that result in cost effective, 
mission-enabling and environmentally sound purchases." 

2. NIH Using Loan Repayment Program to Drive Research, 
Offers $35K Per Year
The National Institutes of Health has announced that its 
student loan repayment program can repay up to $35,000 for 
health professionals pursuing careers in clinical, pediatric, 
contraception and infertility, or health disparities research. 

"The NIH Loan Repayment Programs is one of our nation's most 
significant efforts to ensure a solid foundation of clinical, 
pediatric, contraception and infertility, and health 
disparities research professionals for the next generation," 
said Ruth Kirschstein, M.D., Senior Advisor to the Director, 
NIH -- adding that programs are also a way for researchers 
to start a career unfettered by debt. 

Only doctoral-level candidates eligible, and they must 
devote 50 percent of their time to non-profit or government 
funded research, and have student loans exceeding 20 
percent of their institutional base salary, said NIH. 

It said U.S. citizens, nationals, and permanent residents 
may apply, and that its five loan repayment programs are 
the Clinical Research LRP, Clinical Research for Individuals 
from Disadvantaged Backgrounds LRP, Contraception and 
Infertility Research LRP, Health Disparities LRP, and 
Pediatric Research LRP. 

All applications for 2005 awards are due December 15. To

3. Course: Managing Project Managers
The Office of Personnel Management has scheduled a 
"specialty" course for Oct. 19 - 21 for executives and 
program managers charged with managing project managers 
and multiple projects to achieve the strategic objectives 
of the organization.

Given at the Western Management Development Center in 
Denver, "Managing Project Managers, Specialty Course," 
focuses on portfolio management, strategic project planning 
and leadership skills required to support a dynamic and 
successful project environment, in order to enable 
participants to successfully manage project managers and a 
portfolio of projects. 

Major topics include creating a healthy project culture as 
well as portfolio management, strategic project planning, 
financial and risk analysis, reporting and communication 
systems. Participants are requested to bring their 
portfolio of projects to class in order to gain the most
benefit from in class activities. 

The $2,000 fee includes meals, lodging, tuition and course
