All kidding aside, I think the problem is like most things there is
an optimum operating envelope (minimum and maximum weight).  I could
never get from the supplier the recommended minimum weight just the
maximum.

I believe most trailer axles are rated at some common weights
ranges.  Most commerical boat trailers are also setup for heavier
power boats.  My trailer could handle up to 3800lb, but I would
guess the axles are actually rated much higher and hence the bounce
when empty.  The trip home with the empty trailer from Bellingham WA
to Seattle was one I would never care to repeat.

Trailers for me were the most frustrating part of the boat building
process. It seemed to be driven by lowest cost and resulting poor
quality.  I went with a custom trailer to try and get better quality
and it is doubtful that I got it.  I found it hard to get people to
build to Ian's plan even when you were paying them shop rate.  Time
constraints prevented me from rejecting delivery and final payment
though, so I fixed the problems myself. 

I still like the concept of no moving parts on the torsion axles for
a trailer going in and out of saltwater in a state where it is
illegal to wash the trailer off at the ramp.
