While there's no doubt to use a comma as decimal separator, in Germany we use a "topperiod" to separate large numbers in groups of three digits. Unfortunately there's no possibility to use this on a computer because nothing like this exists. So I use the ' "quotesingle" Chr39. I think a "topdot" looks very nice as used in handwriting. The space between the digits is not much bigger than without the dot, but you can easily recognize the number.
