3. News: Oracle Makes 'Final' PeopleSoft Offer

After much speculation that it would raise its bid yet 
again, Oracle Monday morning announced its latest offer for 
PeopleSoft: $24 per share, up from $21 per share, or $7.7 
billion. This is Oracle's "best and final offer," officials
said in a press release.

Spaf's first principle of security administration is, "If 
you have responsibility for security but have no authority
to set rules or punish violators, your own role in the 
organization is to take the blame when something big goes 
wrong." The best example of this is the recent resignation
of Amit Yoran from his position as director of the National 
Cyber Security Division of the Department of Homeland 
Security. Without the means to do the job, winning the 
security war is a nearly impossible fight.
