Random Quotes
"OA activists are a small vocal minority, and the whole discussion has taken on a kind
of moral element of 'good versus bad'. We wanted to take the moral element out by
being pragmatic and simply offering what some of our authors and customers are asking
for." Derk Haank, Springer's chief executive, quoted in the Information World Review
article 'Springer blasts Open Choice criticism', Sept 2004.

"In Australia, North Emerica and Western Europe, where there were relatively low
levels of authors publishing in open access journals, open access was associated with
ephemeral publishing, poor archiving and no career advantage." David Nicholas, Ian
Rowlands and Paul Huntington 'Open access publishing: what authors say', Library +
Information Update, 3(11), November 2004, p.34.

"In a recent report, Datamonitor found that the global e-learning market for higher
education will grow by a CAGR [compound annual growth rate] of 12% to $1,891 million
by 2008" Information Age, October 2004, p.78.

Internet Resources Newsletter by email and RSS
Over 28,000 people now subscribe to the free email version of this Newsletter. Very
many thanks go to Willco who distribute the email version. To subscribe, at no cost,
go to http://www.hw.ac.uk/libwww/irn/irn.html

The Internet Resources Newsletter has an RSS feed. This means that you can read its
'headlines' (essentially the Table of Contents) through a feedreader or service such
as Bloglines' My Blogs, and then link through to the sections of interest. The RSS
feed is available at: http://www.hw.ac.uk/libwww/irn/irn.rss This is a .rss file and
therefore it must be processed (or 'parsed') before it can be displayed. The easiest
way to do this is via Bloglines' My Blogs, or via a feedreader, such as those listed
in the RSS Primer.

to the traditional debt finance offered by the Banks.

3. NICE WEB SITE
-------------------------
In the course of finding sites of interest for this Newsletter, we sometimes come
across Web sites which we feel deserve slightly more than a passing mention. Each
month we will pick out one or more such sites, and give them a short review. The sites
will normally be UK based, may be small or large, and be of interest or potential
interest to academics. After lengthy discussions we have decided, with incredible
creativity :-), to call these: Nice Web Sites. Details of previous Nice Web Sites are
available in the Nice Web Site Archive.

Using Google for African Studies Research: A Guide to Effective Web Searching
http://www.hanszell.co.uk/google/

This is an excellent study of how to make the most of Google when researching into
African Studies, which, at the same time, also highlights some limitations of Google.
Hans Zell has done a thorough job, using practical examples to show the ins and outs
of using the world's most popular search engine.

But note: there's a great deal of useful information here about Google, Google Groups,
Google News, Google Answers, etc., for those searching on any topic.

PS - what a nice part of the country Hans Zell is based in.

4. PRESS RELEASES

**** Technology Futures for Libraries New Conference: Talis Insight 2004, 9-10
November 2004, Venue: NEC, Birmingham ****

A new conference has been launched to help library and information professionals drive
and guide technology and service developments within their organisations. Talis
Insight 2004 is the brainchild of Talis, the UKs market leading software and services
partner for academic and public libraries.

The two-day event will include keynote speeches from high profile UK and overseas
industry figures such as Mary Jackson of the Association of Research Libraries (ARL),
Rachel van Riel of Opening the Book and Paul Miller, Common Information Environment
director for JISC.

Dave Errington, CEO at Talis and formerly chief technology officer for the 560m t/o
Sage Group, says, Innovation in library services is increasingly seen as a key
element for success in the academic, local government and corporate sectors, whether
for helping to deliver e-government services or providing users with up-to-date,
quality information from the vast mass of unchecked data that is now available. Talis
Insight 2004 is a fantastic opportunity for delegates to gain a heads-up on future
technologies and to discuss their implications with peers including key information
and strategies to streamline processes, improve user services and understand
technology futures. We will also be sharing Talis vision for the future of library
technology and showcasing a number of our research projects and new products.

Three interest streams cover technology, management challenges and user experiences,
offering a mix of customer case studies, workshops and software and hardware
demonstrations.

Open to Talis customers, Talis Insight 2004 provides opportunities to network with
leading technology suppliers, Talis staff, and peers in academic and public during the
day or at the evening awards dinner on 9th November.

**** Single Search Environment to join up NHS Library Services across England For
around 700,000 staff ****

The NHS has begun a project to deliver a single search environment that will integrate
the national and local information resources of NHS library services across
England. The single search environment will be one of the first outputs of the
emerging National Library for Health; (www.library.nhs.uk) an NHS-wide initiative that
is designed to deliver the goal of an integrated English health library.

The first phase of the single search environment will be launched in November 2004, as
part of the Health Libraries Week, with further developments being made available from
April 2005 onwards.

The single search environment will be powered by FDIs ZPORTAL solution, which will
integrate NHS resources alongside published data and deliver the resource search
engine.

The single search environment is a national service that is the result of
collaboration between NHS library services, National electronic Library for Health
(NeLH) and the National Core Content Group. Ben Toth, Joint Director of NeLH explains,
The National electronic Library for Health is very pleased to have been involved in
the procurement of a search engine for the NHS. Building on the successes of our
current information projects will deliver benefits to information delivery across the
NHS, in a cost effective way.

The 500+ NHS Libraries in England will use the single search environment to improve
information delivery to their clinical staff, including consultants, doctors and
nurses a user population of more than 680 000 clinicians and managers.

The initial remit of the single search environment is to the needs of clinical staff,
however the service is highly scaleable and incorporating the needs of students of the
NHSU, whose target is largely non-clinical staff, is already a goal for the project
team.

Software Engineering
7th Edition, by Ian Sommerville
Addison-Wesley, 2004
ISBN: 0321210263

This is a book that all people involved in the development of medium and large-scale
software systems should read. In this 7th edition, Sommerville covers and extends all
important details in the life-cycle of any of these systems: from requirements,
specification and design to development, verification and validation - not forgetting
management. The author also gives special relevance to the social-technical aspects of
software system development, all the processes involved in it and also project
management.

Managing people deserves its own part in the book as it involves, arguably, the most
critical processes to achieve success: an evolving system with assured quality in
terms of availability, reliability, safety and security. Due to their sensitive
characteristics, critical systems are a special class of systems widely covered
throughout all the book.

In this book, Sommerville demonstrates his considerable experience of being involved
as an actor with different roles in the life-cycle of several large-scale and complex
systems. He successfully manages to pass the knowledge acquired to the reader. Very
useful UML and Java practical examples are employed to exemplify the theoretical
concepts and foundations of software engineering.

After completing this book, the reader will conclude that in the area of software
engineering there is no written recipe for successfully developing and deploying a
software system with considerable size and complexity. Success has to be achieved not
only by following rigorously some of the methods and techniques wisely exposed in this
book, but also by the experience of the people involved in all stages of a project.

This book is aimed not only at engineers of software, but also at software analysts,
architects, developers, testers, managers and even users when agile methods such as
extreme programming are employed. Software Engineering is also a suitable book to be
used for an introductory course in degrees with components of information technology
and computer science.
