Yes. As a retired environmental engineer (n� wildlife biologist) who has conducted many analyses on garbage disposal areas and landfills, there is a right place and a wrong place to deposit trash. A landfill is generally located over impermeable soils or lined in such a manner as to preclude groundwater contamination, waterborne (seepage) spread to adjacent soils and non-target areas, and garbage "sprawl". The Slabs may represent an extreme example of such sprawl; it is likely the many mini-garbage dumps, incineration piles, and trash piles spread over the area constitutes an unhealthy, possibly dangerous environment.
