Welcome to today's edition of Inside PCMag.com.
The FCC has just ruled that VoIP providers do not have to
adhere to state regulation. This could be a good thing for
the expansion of the technology. It could also be a problem
for customers of companies that are less than forthcoming
about the details of their services (price, features, hidden
charges, etc.). What's your perspective? Should states clear
the way for VoIP and give up their regulatory fight? Tell us
in the forums.

Feature: The Best Free Software

Tired of high prices for Microsoft Office and Adobe
Photoshop? Frustrated by application bloat? Of course you
are. Are free applications the solution? In some cases, yes.
We have a look at the best free productivity and graphics
applications--21 in all. It'll be a real eye-opener.

Opinion: AOL's Latest Bonehead Move

America Online may be America's biggest ISP (based on market
share), but it has a habit of wrongheaded and sometimes
annoying business moves. Executive editor Lance Ulanoff says
the company's latest misstep is trying to transform the
Netscape brand into a low-cost ISP and sending millions of
AOL DVD cases to prospective customers. Is he being fair to
the little yellow guy? Read Ulanoff's column and decide.

Review: Image-Editing with Impact

Today's image-editing applications are in the unenviable
position of having to be all things to all people. Not only
do they have to help you edit images, they have to be both
easy to use and incredibly feature-rich, and also be ready
to collect images, organize them, and even display them in
slide shows. Ulead's PhotoImpact 10 is not that kind of
image editor. It's more of an old-school nuts-and-bolts
tool, extremely effective and powerful, but it stumbles
badly on photo management. We have the full review and an
up-close look at the latest interface in our slide show.

Product News: The Purse-Sized PC Arrives in the US

Months ago Dynamism.com showed us a to-drool-for, purse-
sized Vaio that was only available in Japan. Now it appears
we can stop drooling and start thinking about buying. Sony
has introduced a near-twin of the Vaio U70, the VAIO U750P
Ultra Portable PC. We have all the details in our report.

Review: Halo 2 Is the Ultimate XBox Game

The gaming-console market is for all intents and purposes a
three-horse race, with the Sony PlayStation 2, the Nintendo
GameCube, and the Microsoft XBox running fairly close
together. Some would say that there is little or no reason
to choose one console over another--until now. Microsoft and
Bungie's eagerly awaited Halo 2 is, according to our
reviewer, the ultimate XBox game. Some of us have even vowed
to buy an XBox just so we can play. We have the full review
and a lengthy slide show so you can get a feel for the
incredible action.

Review Roundup: Your Service's Best Cell Phone, Part I

You don't just choose a cell phone, you pick a service
provider and then, quite often, you stick with that provider
through thick and thin. Your phone, on the other hand, does
not last forever, so you'll usually need to choose another
one at some point. In this first part in a series of
stories, we look at the best phones in each category from
each of the top providers. It should help you get the right
phone and features from your favorite provider.
