1. New Financial Management System for HHS
The Department of Health and Human Services has announced
that it will begin using its new unified financial
management system, which replaces older accounting systems
at the National Institutes of Health, the Food and Drug
Administration, the Centers for Disease Control and
Prevention, the Centers for Medicare and Medicaid Services,
and the Program Support Center, which provides accounting
services to HHS's other agencies.
It said the new "business management tool" would improve
financial, business and operational functions throughout
the department, including general ledger, budget execution,
accounts payable and receivable, purchasing, grants
management and payroll activities.
HHS's separate vendor databases have traditionally
duplicated information and combining the systems will result
in "the single largest civilian financial system in the
world," according to the department.
It said the system will be rolled out at the CDC and FDA
beginning with general ledger and payroll, and HHS has
scheduled the full system to be running by 2007.
A separate system, the healthcare integrated general ledger
accounting system, will be used by CMS to handle Medicare
contractors and financial management, and is scheduled to
go live early next year, according to HHS.
It said the main system uses an off-the-shelf software
package called 11i Federal Financials, by Oracle, something
used at other agencies. More information is available at:
http://www.hhs.gov/ufms.
2. Office of Air and Marine Operations Moved to CBP
The Office of Air and Marine Operations has been moved to
Customs and Border Protection, the Department of Homeland
Security has announced.
It said the AMO office has been transferred intact from
Immigration and Customs Enforcement in order to integrate
air and marine law enforcement personnel, missions and
assets, something DHS maintains is consistent with congressional
action in the fiscal 2005 DHS appropriations bill.
To carry out the move, DHS said it chartered a transition
team with representatives from CBP, ICE and Border and
Transportation Security to try to limit employee and
service disruptions, and will now move on to a second
integration phase set for completion by the end of fiscal 2005.
The former ICE air and marine operations office is made up
of more than 1,000 pilots, air and marine enforcement
officers, detection systems specialists, support personnel
and HQ staff, according to DHS.
It said there are about 470 pilots and 50 AEO's that operate
42 helicopters and 92 fixed wing aircraft, as well as 93
MEOs operating 73 high-performance vessels and that
efforts would be made throughout the merger to find
efficiencies in aviation and marine operations, locations,
acquisition, and recapitalization, raising the possibility
of further changes.
3. Team Leadership Seminar
The Office of Personnel Management has scheduled a seminar
for Jan. 10-14 for team leaders and team members,
facilitators, and supervisors who are working in a team
environment.

4.Brand New Federal Employees Legal Survival Guide Just
Published New Publication Announcement: The Federal Employees
Legal Survival Guide http://www.fedweek.com/pub/index.php
Passman & Kaplan announces the October 2004 publication of
the SECOND EDITION of the Federal Employees Legal Survival
Guide. This comprehensive book, first published by Passman
& Kaplan in 1999, has been called the definitive how-to
guide for enforcing the rights of federal employees.
The second edition of the Guide includes 100 PAGES OF
ADDITIONAL NEW MATERIAL (now 616 total pages) and useful
advice. New features include information on internet
legal research, preparing for and conducting a hearing,
sample discovery requests, and up-to-date contact
information for federal personnel agencies. The Guide
also includes a listing of frequently used civil service
acronyms and practical appendices of sample forms,
charts illustrating appeal rights, and commonly-needed
deadlines.
As with the first edition of the Guide, Passman & Kaplan
has attempted to move away from the "legalese" which so
often complicates an already-bewildering array of
regulations and policies. Although the Federal Employees
Legal Survival Guide, Second Edition is clearly an
invaluable resource for practioners, Passman & Kaplan has
maintained its commitment to target the book to the
average federal employee.
