I think multiple aspects can be well represented if proper metaphor is
used.  I am not sure if a broken lock on a ballot box is a good symbol
though, consider the lock on a ballot box is to prevent vote tempering
so that a fair election can exists.

A few of the 100 logo by Ingmars have a few good concepts, for example:
#54 - while I am not too fancy about the flag, the connected red dots
can symbolize communication, collaboration.  And connection between
dots around the world can represent an international collaboration.
In addition to connection to a single dot, I would suggest connect the
dots to each other as well to represent an open participation and not
"centralized" direct-from-the-top type thing.

#35 - I think all the logos under "Box oben, klein" have a good way of
showing election as something that emerges out of
collaboration/discussion.

Ingmars, can you make a logo with these elements and see how that
looks like?  (globe with connected red dots and a ballot box emerging
like a rocket shooting out?
